Petition for Review of DLA Qualifying Rules

Postby MCT » Wed Feb 18, 2009 3:50 pm

Thought this may be of interest to Forum members:

We the undersigned petition the Prime Minister to Review the qualifying rules for Disability Living Allowance

Disability Living Allowance (DLA) rules don’t assess ability to walk in a real place, they are based on a theoretical environment which doesn’t exist.

DLA is the “gatekeeper” of other benefits and benefits in kind, concession bus travel, disabled parking permits and car tax exemption, essential for disabled people.

The walking test is based on an environment where you can sit down anywhere, there are no kerbs, steps, uneven surfaces or slopes. If one can walk 51 metres – an appallingly short distance – but ONLY if this surface is flat then one does not meet the threshold for DLA.

The lower rate mobility component is NOT for people who can walk a little more than 50 metres but not much, it is for people who need e.g. a guide or carer outdoors. There is NO provision for people who can walk 51+ metres, further than between most city bus stops. . We want to see thresholds changed so the lower rate of mobility allowance so that more people qualify for the lower payment and associated concessions on transport. WHICH ALLOW THEM TO WORK AND CONTRIBUTE. These payments pay for themselves many times over.

would be nice to see this one work and DLA changed - like most fibro sufferers i am always in pain but i can still cover a reasonable distance (i would say 800 meters or about 1/2 a mile as my comfort zone) so long as i can do it at my own pace with pauses etc, can choose where and i am not expected to move in a straight line lol. on odd occasions i will extend this but that will involve having to sit down. walking has always been a major part of my life - i thought nothing of covering 5 miles as an ordinary evening walk - further for day trips. pain doesnt stop me walking it just slows me down - that doesnt mean its not taking much more effort from me to achieve a relatively small distance. (i have not applied for DLA - dont really see the point the way things are at the moment)
